CONDITIONS FOR COMPLETION OF COURSE
- 100 % presence during the practical lessons (compensation for lessons missed according to the study guidelines).
- To write a summary of official control of food of animal origin in student’s home country (individual work).
- Successful completion of the final written test (at least 51 %).
Learning outcomes
Ability to enforce and apply acquired knowledge and procedures for performing official control of food and control systems throughout the whole food production chain, including import and export of food.
Brief outline of the course
food law, animal health and animal welfare rules, food chain, intra-EU trade, import from third countries, organization of official controls, competent authorities, control activities, methods and techniques, control plans, financing of controls, decisions following the controls, information management systems, Rapid alert system for food and feed (RASFF), documentation
Course syllabus
Practicals:
1. Introduction to the subject. EU framework for official food controls. The role of the official veterinarian in food chain.
2. Regulation (EU) No 2017/625 – EU official controls regulation. Scope of this regulation. General obligations and principles with regard to the organisation of official controls. Competent authorities. Control staff. Official veterinarian.
3. Regulation (EU) No 2017/625 – EU official controls regulation. Methods and techniques. Control plans. Annual reports. Financing of official control.
4. Regulation (EU) No 2017/625 – EU official controls regulation. Administrative assistance and cooperation. Information management system for official controls (IMSOC).
5. Registration/Approval of an establishment in accordance with Regulation (EC) No. 852/2004 and Regulation (EC) No. 853/2004. Health and identification marking.
6. Regulation (EU) of the European Parliament and of the Council No 2017/625 - specific rules on official controls in relation to the production of products of animal origin intended for human consumption.
7. Regulation (EU) of the European Parliament and of the Council No. 2017/625 - specific requirements for the performance of official controls of fishery products in accordance with the implementing acts of Regulation (EU) No 2017/625.
8. Regulation (EU) of the European Parliament and of the Council No. 2017/625 - specific requirements for the performance of official controls of raw milk and milk products accordance with the implementing acts of Regulation (EU) No 2017/625.
9. Audits and monitoring of food business operators. Audits of the competent authorities. Verification and review of official controls and procedures of the competent authorities (internal and external audits).
10. - 11. Official control of intra-EU trade in the animals and goods. Official controls on animals and goods entering the Union at border control posts other points of entry. Certificates and documents. Trade Control and Expert System (Traces).
12. Decision following the official controls of food and products of animal origin. Enforcement measures. Actions in case of non-compliance. Measures. Penalties.
13. Rapid alert system for food and feed (RASFF). Implementing measures. The notification of a direct or indirect risk to human health deriving from food. Final written test.

Conditions for completion of course
Content prerequisite:
Pharmacology, pharmacy and therapeutics, Food microbiology, Epizootology, Parasitology, Food hygiene and technology I. (milk, milk products and their chemical analysis), Food hygiene and technology II. (poultry, eggs and game meat and their chemical analysis)
Continuous assessment:
Active participation of students in practical lessons.
